I think this is a very short sighted assessment of the situation. When you are talking about countries the size of India and China, development should be assessed over a period of 3 or 4 decades not 5 years!India is in a very crucial stage of development, as an economy, as a society and as a democracy. India is still a young democracy and it is maturing and the chaos/complexities of the indian society are a result of this maturation process.
China on the other hand, is not a demoracy and while the numbers may sound very good, statistics aren't everything. The number of highways built etc... won't matter if the foundation of the society isn't right. China, has so far reaped the benefits of not being democracy in terms of the efficiency of policies but only now is it slowly starting to face the heat for it.
The coming couple of decades will be extremely crucial for both countries, but it is too early to conclude that China has succeeded. In the long term, in my opinion, India has the right democratic foundation to have stable development and the problems that India faces are out in the open.
